Victor Min

Chief Executive Officer

Viktor Min has served as CEO of DEKRA CONSTRUCTION since 2025. He joined the company in 2009 and previously held the position of Deputy General Director for Construction Projects, where he was responsible for project financing, planning, and execution oversight.

With more than 20 years of experience in civil construction, Viktor has successfully delivered a wide range of complex developments. His project portfolio includes the Golden Gate multifunctional complex, Skolkovo Park residential development, the Church of the Kazan Icon of the Mother of God, and the Skolkovo Park cultural center, among others.

Viktor graduated from Tashkent State Technical University with a degree in Software Engineering. He later completed executive retraining at Moscow State University and obtained certification as a Financial Director of a Large Enterprise.

His leadership combines strong technical expertise with financial and operational management experience, ensuring the successful delivery of complex construction projects.
